This study aims to find out how the development of a creative economy based on digital-based entrepreneurial literacy and promotional innovation, especially in the culinary sector in Makassar City. This study uses descriptive qualitative data collection through observation, interviews and documentation by taking key informants and key informants who then analyze using data reduction, data presentation and conclusion drawing. The results of this study indicate that the development of the creative economy of the culinary sector is driven by several factors of digital-based entrepreneurial literacy (Knowledge and Understanding of entrepreneurship, digital) and promotional innovation (Use of digital platforms in Promotional Media)
