Abstract

Deepfake technology, powered by advancements in artificial intelligence and generative adversarial networks (GANs), has emerged as one of the most controversial innovations in recent years. While deepfakes offer potential in education, entertainment, and accessibility, they simultaneously raise significant ethical, legal, and safety concerns. This paper examines the ethical implications of deepfakes, focusing on risks such as misinformation, identity theft, cyberbullying, and political manipulation. Furthermore, it explores regulatory responses across jurisdictions, evaluates the effectiveness of current policies, and proposes ethical frameworks for balancing innovation with online safety. The study employs a qualitative review of recent academic literature, legal documents, and case studies to provide a holistic perspective on the challenges and future directions of deepfake governance. The findings suggest that while deepfake technology cannot be entirely banned, proactive regulation, public awareness, and ethical AI development are critical for ensuring online safety.
